One former senior federal official, former Assistant Secretary of the Interior and Director of the Bureau of Indian Affairs, Ada Deer, who is nationally recognized for reorganizing the Bureau of Indian Affairs and promoting the doctrine of "tribal self-governance/self-determination/sovereignty," however, neither resides in Washington, D.C. nor represents a Native American extremist group at the present time. Yet, Ms. Deer's former senior assistant, Dr. Katherine Vandemoer, a hydrologist by profession who now resides on the Flathead Indian Reservation in northwestern, Montana, has successfully continued the work and policies of Ada Deer. She has managed to gain the confidence of members of the Montana State Legislature, the Flathead Joint Board of Control (irrigators) and of the local Reservation communities by effectively embedding herself in local issues of significance.
