Theme #5:  Protection of the 'public interest' also consists of revealing the presence of former senior Washington, D.C. bureaucrats who surreptitiously infiltrate strategically sensitive communities located in different regions of the country to influence state and local lawmaking and policy making in ways that further the policy goals of the bureaucrat's former and current political leaders.  


There are many former senior officials from previous and current presidential administrations who continue to engage in policy making following their retirement from the federal government.  Unfortunately, such persons are not satisfied with the havoc they had wreaked upon the small and medium-sized business communities throughout the nation during their time in government, and prefer to see if they can cause even more damage to foundational principles such as the rule of law, free enterprise and private property rights during their time of "retirement" from government service.  Former Secretary of the Interior, Bruce Babbitt, is one such person who continues to reside in Washington, D.C. while serving as the President of the World Wildlife Fund, an environmental and wildlife extremist group.  Former Assistant Secretary of the Interior and Director of the Fish and Wildlife Service, Jane Rapaport Clark, is another such person who continues to reside in Washington D.C., while serving as President of Defenders of Wildlife, yet another wildlife extremist group.  And, a third such person is former Assistant Secretary of the Interior and Director of the Bureau of Indian Affairs, Kevin Gover, who continues to reside in Washington, D.C., while serving as President of the National Museum of the American Indian.   Each of these individuals has assumed a major policy making role outside of the federal government promoting the positions they had previously crafted and/or implemented while in government.  


One former senior federal official, former Assistant Secretary of the Interior and Director of the Bureau of Indian Affairs, Ada Deer, who is nationally recognized for reorganizing the Bureau of Indian Affairs and promoting the doctrine of "tribal self-governance/self-determination/sovereignty," however, neither resides in Washington, D.C. nor represents a Native American extremist group at the present time.  Yet, Ms. Deer's former senior assistant, Dr. Katherine Vandemoer, a hydrologist by profession who now resides on the Flathead Indian Reservation in northwestern, Montana, has successfully continued the work and policies of Ada Deer.  She has managed to gain the confidence of members of the Montana State Legislature, the Flathead Joint Board of Control (irrigators) and of the local Reservation communities by effectively embedding herself in local issues of significance.​
